Rumours tell that Vampire: The Masquerade was designed with purpose to be a trainwreck when it comes to the mechanics, so that people would not use them.

Was this really the case? And what evidence is there for or against it, aside from the nature of the rules themselves and similar sentiments in the traditional RPG culture of the time?

That would explain SO MUCH. The chances of failure with 1s on the dice grew when you had more dice, we had numbers of discussions and one player even came to me asking is it really a good option to improve the skills since more 1s meant more trouble. He even had a table with probability for it. That one stumped me good.
