Is it possible to add the non-occupational +20% to Language(own) and achieve 100% at character creation?
I'm basing my character creation off of this CthulhuWiki page, which says this about Language(own):
A character’s Mother Tongue. Choose the language best known to your investigator, such as English. The starting value is equal to the character’s Regular EDU score
Which means if your character had a regular EDU of 80% it starts at 80%.
But the page also says:
Pick four nonoccupation skills and boost them by 20% (adding 20 to the skill base values listed next to the skills on the investigator sheet).
Is it correct that the base value is considered 80%?
Is there any exception that I've missed, that means this couldn't result in a Language(Own) of 80+20=100%?

Contrary to my understanding at first, it looks like this should actually be possible.
On a closer investigation of the Quick Start Rules, one of the examples brought has a player adjusting the Dodge skill, as opposed to simply using the half Dex value. This would indicate that it is indeed possible to choose to adjust skills based directly on your Characteristics. It is possible to have your 20% go to Language (Own) for a total of 100%, with your character now, effectively, the top expert in that language in the world.
Note that even with a 100% skill value, rolling a 100 is considered a failure, so it effectively tops out at a 99% success rate.
