Order of actions in Dallas
I played a convention game of the Dallas roleplaying game, which is quite an interesting beast. After the session it was unclear to me whether the game has rules for ordering of actions.

There are at least two different scenarios:
* Outside a scene, I control a private detective and want them to do a job, while another player wants to persuade the same private detective to their side (in which case they would hardly do the action I ask for). Who goes first?
* Within a scene, there are several characters who might be talking to a single one, doing whatever actions. How is their order determined?
